General Westmoreland, Attrition, Search and Destroy, 1964–67

Westmoreland may have been promoted beyond the range of his competence. He had done well at lower levels of command, but now, despite impressing others as being comfortably in control, having received his fourth star and being appointed COMUSMACV (Commander, U.S. MACV), he indeed may have been in over his head. The chaotic situation he inherited, which might be summarized as foreign troop support in a country which abhorred foreign presence and was on the verge of collapse, speaks for itself. But dire situations have sometimes been converted into victory. Much more to the point, consideration of the organization, equipment, and training of the United States Army of that time, coupled with its command culture, handicapped him, just as it would the two generals who succeeded him as COMUSMACV.
